What the records establish

Residential insurers and affiliated businesses supplied $46,000 to Senate campaign accounts and $926,000 to the 15 senator-associated committees reviewed. These are separate legal recipients. The campaign figure covers current and former senators who served during the research period; committee coverage is limited to 13 current senators.

Broader property/casualty organizations and insurance-agent PACs also contributed. Those categories are separated because a PAC representing home and auto insurance, or agents selling several kinds of coverage, cannot be treated as exclusively homeowners-insurer money. Florida Insurance Council funding is materially mixed, including health insurance, and appears in its own column.

Coverage matters. This is a sourced, conservative inventory, not a complete census of insurance money. The 15 committee reports are a selected set, not equal coverage for every senator. A zero means no qualifying transaction in this research, not proof that no contribution occurred. These records establish disclosed financial support; they do not establish a quid pro quo, participation in concealed-profit arrangements, or how a senator voted.

Committee associations come from the Senate's political-committee registration list. Association is not a finding that each receipt went into the senator's campaign account. Some receipts predate the senator's Senate service.

Direct Senate campaign contributions

34 of the 39 currently seated senators have a qualifying direct cash record in this selected donor set, totaling $276,000 across categories A–D. 12 former senators who served during the period have $66,000.

Most schedules display a September 20, 2026 update date. The Working Together for Florida and Building On Your Dreams schedules examined contain entries through 2025; they should not be read as proof of no later activity. Report URLs can be replaced with newer versions, so PDF page numbers refer to the versions examined.

Conservative treatment of repeated rows

Identical recipient/date/donor/amount/type combinations were retained once in totals and flagged in the ledger. There are 9 additional repeated records, including one in-kind record. Identical checks could be legitimate separate contributions: omission is a conservative assumption, not a determination that the source is erroneous. Original filing amendments and check identifiers were not available for a full reconciliation.

Individual PAC and organization reviews

32 donors were reviewed one by one. Each review states the donor’s identity, the basis for its insurance connection, funding evidence where obtained, and the inclusion decision.

Upstream receipts explain how a PAC is funded; they are never added to money received by a senator. State search totals reflect displayed records and may include amendments or duplicate-looking entries. A federal PAC registration identifies the donor only; all recipients counted in the main ledger are Florida state-level accounts.

FAIAPACInsurance-agent PACIn donor set

FAIA explicitly identifies FAIAPAC as one of its state political action committees. Funding includes agency payments, individuals and insurers. Do not characterize all receipts as insurer corporate money.

Reported upstream search result: 7,736 records, $1,366,729.90. Search window: January 1, 2022–September 20, 2026. These are PAC receipts, not senator receipts.

IMPACTInsurance-agent PACIn donor set

FAIA identifies IMPACT separately from FAIAPAC. The exact committee name was isolated; IMPACT Florida and IMPACT Foundation of Tallahassee are unrelated name matches and excluded. Agency and individual funding means these are agent-interest contributions, not exclusively property-carrier contributions.

Reported upstream search result: 6,097 records, $1,193,386.17. Search window: January 1, 2022–September 20, 2026. These are PAC receipts, not senator receipts.

Committee of Florida AgentsInsurance-agent PACIn donor set

Chair Glenn Ritchie; treasurer Craig Dewhurst; registered agent Richard E. Coates. Funding is dominated by many agent/individual receipts. This committee also funds four separately registered agent PACs below. Shared officers establish a connection, not proof of corporate ownership by State Farm or FAIA. Underlying funding and downstream contributions are never added together as money received by a senator.

Reported upstream search result: 21,496 records, $2,065,705.24. Search window: January 1, 2022–September 20, 2026. These are PAC receipts, not senator receipts.

Florida Agents for Insurance ReformInsurance-agent PACIn donor set

Separate registration; Glenn Ritchie, Craig Dewhurst and Richard E. Coates are its officers. All eight receipts in the search period came from Committee of Florida Agents, totaling $143,500. Follow the funding analysis for that source PAC; this is not an independent additional pot of insurer money.

Reported upstream search result: 8 records, $143,500. Search window: January 1, 2022–September 20, 2026. These are PAC receipts, not senator receipts.

Agents for a Better FloridaInsurance-agent PACIn donor set

Separate registration with the same Ritchie/Dewhurst/Coates officers. Committee of Florida Agents supplied $155,000 of $158,950 in reported receipts; remaining recorded donors were Sergio Herrera ($3,150), Yeager Insurance Agency ($750), and Sergio Herrera State Farm Insurance ($50). Exact contributor spellings are retained in the ledger.

Reported upstream search result: 65 records, $158,950. Search window: January 1, 2022–September 20, 2026. These are PAC receipts, not senator receipts.

Financial Reform in Government NetworkInsurance-agent PACIn donor set

Separate registration with Ritchie/Dewhurst/Coates officers. All seven receipts, totaling $131,500, were from Committee of Florida Agents. The generic committee name alone would obscure this insurance-agent funding path.

Reported upstream search result: 7 records, $131,500. Search window: January 1, 2022–September 20, 2026. These are PAC receipts, not senator receipts.

Florida Organization of AgentsInsurance-agent PACIn donor set

Separate registration with Ritchie/Dewhurst/Coates officers. All four receipts, totaling $50,500, came from Committee of Florida Agents.

Reported upstream search result: 4 records, $50,500. Search window: January 1, 2022–September 20, 2026. These are PAC receipts, not senator receipts.

Insuring Florida's FutureProperty/casualty PACIn donor set

Chair Carly A. Hermanson; treasurer Michael Carlson. PIFF describes this PAC as its affiliate. PIFF represents personal-lines property/casualty insurers. Receipts include Allstate, Progressive, GEICO, Farmers, the federation and Committee of Florida Agents. This covers both home and auto interests; no contribution is assumed earmarked for homeowners legislation.

Reported upstream search result: 13 records, $211,265.29. Search window: January 1, 2022–September 20, 2026. These are PAC receipts, not senator receipts.

People's Trust PACProperty-insurer PACIn donor set

Chair Brett Frankel; treasurer Noreen A. Fenner. Four contributions from People's Trust Insurance Company total $210,000; another $7,500 came from Senate Victory PC. Thus the source evidence strongly supports property-insurer funding but not 100% insurer-only funding. Senate Victory is a separate political source and its receipt is not attributed to an insurer.

Reported upstream search result: 5 records, $217,500. Search window: January 1, 2022–September 20, 2026. These are PAC receipts, not senator receipts.

Florida Insurance CouncilMixed-insurance PACIn donor set

Chair Lisa Conley; treasurer David Pizzi; registered agent Cecil Pearce. The funding is materially mixed: GuideWell variants total $750,000 and Florida Blue $385,000, alongside Orange Insurance Exchange $80,000, Tower Hill $49,000, Florida Family $40,000 and others. Keep all council-to-senator contributions in a separate mixed-insurance column. Do not allocate a fraction to property insurance using these receipts: timing, balances and earmarking are unproven. Repeated same-date receipts occur in this source; displayed sums are reported-record sums, not an audit of original checks.

Reported upstream search result: 131 records, $1,779,342. Search window: January 1, 2022–September 20, 2026. These are PAC receipts, not senator receipts.

Agents PACInsurance-agent PACIn donor set

Chair S'Neta Benefield; treasurer/registered agent Nancy H. Watkins. Separate from FAIAPAC, IMPACT and Committee of Florida Agents. Its 110 receipts total $5,450; American Integrity Insurance Group supplied $100 in aggregate, alongside numerous agencies. Included as agent-interest money, not exclusively homeowner-carrier funding.

Reported upstream search result: 110 records, $5,450. Search window: January 1, 2022–September 20, 2026. These are PAC receipts, not senator receipts.

Latin American Association of Insurance Agencies Political CommitteeInsurance-agent PACIn donor set

State registration now says closed. Chair Lissette Delgado; treasurer Noreen A. Fenner. The 186 receipts in the period total $11,721.38 and include the association and many insurance agents. Its historical donations remain in scope even though the committee is now closed. The shortened donor strings are preserved rather than silently expanded.

Reported upstream search result: 186 records, $11,721.38. Search window: January 1, 2022–September 20, 2026. These are PAC receipts, not senator receipts.

Floridians for Fair Insurance RegulationUnresolved/mixed political funding — excludedExcluded

Chair Jay Neal; treasurer/registered agent David E. Ramba. Name-search returned zero, but the original account's Campaign Finance Activity -> All Dates -> Contributions contains receipts. In 2022-present it received $25,000 from Committee for Justice, Transportation and Business variants, $25,000 from Citizens for Principled Leadership and $5,500 from Lisa Miller & Associates variants. These sources do not establish that the PAC's donations are homeowners-insurer money. Excluded from insurance totals because the upstream committee reviews also show mixed political/business funding, rather than a substantiated homeowners-insurer source. No zero-funding claim is made.

Reported upstream search result: 6 records, $55,500. Search window: January 1, 2022–September 20, 2026. These are PAC receipts, not senator receipts.

Liberty Mutual PACProperty/casualty corporate-connected PACIn donor set

FEC committee C00171843 is Liberty Mutual Insurance Company PAC. Liberty Mutual's own 2023 Purpose & Impact report says the PAC is funded by eligible employees. Distinguish PAC donations from Liberty Mutual Group corporate donations. The Florida recipient is a state senator even though the donor PAC also files with the FEC.

Nationwide Mutual Insurance Company PACProperty/casualty corporate-connected PACIn donor set

FEC C00076174 matches the general Nationwide Mutual Insurance Company PAC. Its FEC summary identifies individual contributions as its contribution source. Nationwide has other PACs, including a distinct Financial & Investments PAC and Florida's Nationwiders committee; those names must not be conflated. Donor strings saying simply Nationwide Mutual Insurance Company are left as reported corporate/unspecified rather than automatically relabeled as this PAC.

NAMIC PAC / National Association of Mutual Insurance CompaniesProperty/casualty association/PACIn donor set

NAMIC describes its PAC as funded by voluntary personal contributions and governed by member-company executives; it supports both state and federal candidates. The direct Florida donor string is truncated and does not specify PAC. Preserve that uncertainty: the association's property/casualty link is verified, but the precise paying entity is not resolved from the truncated row alone.

American Property Casualty Insurance Association / Insuring America PACProperty/casualty association/PACIn donor set

APCIA represents home, auto and business insurers. Insuring America PAC is its separate political committee. Where a source explicitly labels the PAC, use that classification; where the donor name is truncated before PAC, keep association/PAC unspecified. Do not assume corporate and PAC accounts are interchangeable.

WSIA says its PAC is funded by individuals employed by member firms and their eligible family members; association dues and corporate funds are not PAC donations. It supports state and federal candidates in connection with wholesale, specialty and surplus-lines insurance. Included in the broader P&C category, not exclusively homeowners insurance.

American Family Mutual Insurance Company Federal PAC (AMFAM PAC)Broader P&C corporate-connected PACIn donor set

FEC C00354290 identifies the American Family Mutual Insurance Company corporate PAC. It is distinct from American Integrity and American Traditions. The federal registration does not change the state-level identity of the recipient committee in this ledger.

Sentry Insurance Company Federal PACBroader P&C corporate-connected PACIn donor set

FEC C00545194 lists Sentry Insurance Company as its connected organization. Sentry emphasizes business insurance; this is broader property/casualty funding and is not counted in the narrow residential-insurer category. Corporate Sentry receipts and explicitly identified PAC receipts remain distinct.

Floridians Associated To Insure Responsible Laws (FAIRLAWS)Criminal-defense-lawyer PAC — excludedExcluded

Chair Aaron Wayt; treasurer Corinne Mixon. The Florida Association of Criminal Defense Lawyers lists FAIRLAWS among its committees. The state receipt query contains 2,556 entries totaling $128,757.27; its largest is $10,665 from the Florida Association of Criminal Defense on December 20, 2024. It is not an insurer PAC.

Reported upstream search result: 2,556 records, $128,757.27. Search window: January 1, 2022–September 20, 2026. These are PAC receipts, not senator receipts.

Citizens for Principled Leadership PCUpstream mixed-purpose PAC — no insurer attributionUpstream context only

Investigated because it funded Floridians for Fair Insurance Regulation. The 2022-present name query shows $3,093,850 in 47 receipts, of which $2,110,000 came from Propel Florida LLC. Other sources include Cord for Life, Cellebration MIA, political committees and individuals. Those facts do not establish that its transfer to FFIR originated with homeowners insurers; no pro-rata insurance allocation is made.

Reported upstream search result: 47 records, $3,093,850. Search window: January 1, 2022–September 20, 2026. These are PAC receipts, not senator receipts.

Committee for Justice, Transportation and BusinessUpstream mixed-purpose PAC — no insurer attributionUpstream context only

Investigated independently because it funded FFIR. The contains-name query shows 106 receipts totaling $3,528,126.52. Major displayed sources include Propel Florida LLC ($500,000), Florida Opinion Leaders ($410,000), Florida Chamber of Commerce PAC ($403,000) and Vista Hotel Partners ($300,000). The mixture does not substantiate property-insurer attribution of its FFIR transfers. Further tracing through these general-purpose committees would require an expanded money-flow investigation; they are excluded here.

Taxpayers Against Insurance Bad FaithPolicyholder/litigation advocacy — excludedExcluded

The Florida Bar describes Dale Swope representing this organization in opposition to insurer-backed limits on bad-faith suits. The name is not evidence of insurer affiliation; excluded from insurer-lobby totals.

Public Adjusters for the Insuring PublicPolicyholder-side PAC — excludedExcluded

FAPIA identifies this PAC as supported by policyholder advocates. Public adjusters represent insured claimants. Its receipts to senator-associated committees are preserved in the excluded ledger, not attributed to insurers.

Title Insurance Through Lawyers (TITL)Title-insurance PAC — excludedExcluded

The Fund explicitly identifies TITL as a political committee supporting the title-insurance industry and real-property law advocacy. Title coverage is distinct from homeowners property-loss coverage. Excluded under the requested scope.

National Association of Insurance and Financial Advisors–Florida PCLife/health/financial-adviser PAC — excludedExcluded

Florida registration 60607 identifies this committee. Its published legislative agenda emphasizes life, health and financial-adviser issues; the researched evidence does not establish a sufficiently specific homeowners-carrier funding link. Excluded from this selected donor set.

Council of Insurance Agents & Brokers / CouncilPACBroker association / payer unresolved — excludedExcluded

CIAB identifies CouncilPAC as its individual-member political committee. The observed Florida donor string names the Council, not explicitly CouncilPAC. This research does not resolve the paying account or allocate the contribution to homeowners interests; the observed rows remain excluded.

Higginbotham Insurance Agency, Inc. PACUpstream insurance-agency PACUpstream context only

FEC C00834747 identifies Higginbotham Insurance Agency as the connected organization and John Robert Pitts as treasurer. The displayed 2025–2026 financial summary reports individual contribution funding. Its transfer to FAIAPAC is an upstream receipt, not an additional contribution to a senator.

Farmers Employee and Agent Political Action Committee — truncated Florida donorUpstream PAC — exact registration unresolvedUpstream context only

The Insuring Florida’s Future receipt spells the contributor FARMERS EMPLOYEE AND AGENT POLITICAL ACT. That is insufficient to choose among similarly named state committees. The reported transfer is retained as evidence of IFF funding, without assigning a federal ID, treating it as corporate money, or allocating it to a senator.

Senate Victory PCUpstream political PAC — no insurer attributionUpstream context only

Florida registration 74274 identifies an active political committee chaired and administered by Mark Herron. Registration alone does not establish insurance affiliation. Its transfer to People’s Trust PAC is separately identified and is not labeled insurer-origin money. Its full donor network has not been traced.

Residential-company and affiliate identification

Reported legal names are preserved. Family grouping helps identify MGA and management-company contributions without claiming that every entity is an insurance carrier. These sources support classification; the transaction’s separate source establishes its reported contribution. A classification here is not evidence that the donor participated in the affiliate-profit conduct alleged in news reports.

Method, reproducibility and boundaries

  1. Define the person and recipient. Match state-Senate campaign records to the official current and historical rosters. Exclude never-serving candidates from totals. Associate selected political committees using the Senate’s own registration list; preserve each committee as the legal recipient.
  2. Search the official state database. All elections; office “State Senator”; date windows in the table below. Review the complete result within each window and screen for identified property-insurance, P&C, association and agent-PAC donor names. Supplement with a contributor-name search containing “INSURANCE,” all elections, State Senator, January 1, 2022–September 20, 2026. The screen is a named-donor search, not a classification of every contributor in the database.
  3. Inspect recipient-committee schedules. Read all pages of each of the 15 linked contribution reports, filter to the date window and screened donor names, retain exact donor spelling and PDF page. Check major extracted transactions against the report.
  4. Investigate PACs independently. Review Florida registrations and committee receipt searches; supplement with official association descriptions and FEC registrations where applicable. Names alone do not establish insurer affiliation. Upstream general-purpose PAC chains that remain unresolved are not allocated to insurers.
  5. Keep accounting categories separate. Sum reported cash amounts; preserve negative refunds; show in-kind support separately. Conservatively omit identical repeated rows from totals. Do not add PAC fundraising to downstream contributions. Do not pro-rate mixed PAC spending by its donor mix.
  6. Retain an audit trail. The ledger preserves 895 screened records, including exclusions. Date, amount, donor, recipient, classification, source and inclusion decision are available in the JSON download. The report includes 355 direct cash records and 330 selected-committee cash records.

How to reproduce a direct-row citation

Open Florida's contribution search, choose all elections and State Senator, enter the corresponding date window (or the exact transaction date), and search the reported contributor and/or recipient. Match all four fields: donor, recipient, date and amount. The results are generated by form submission and do not provide a stable per-transaction URL; links therefore point to the official search, with the necessary query information in every ledger row. For PAC funding examples, search by committee recipient rather than Senate office. FFIR requires the original account’s Campaign Finance Activity → All Dates → Contributions path.

Florida Donor Track

Florida Donor Track was used for discovery and comparison. Candidate profiles may combine earlier House and later Senate accounts, and scrape dates can lag the official database (the Boyd profile inspected was last scraped June 7, 2026). Its profile totals were therefore not treated as Senate-only contributions. Official transaction searches and committee-published schedules are the controlling evidence here.

Important omissions

This review does not capture every senator-associated committee, every general-purpose PAC funded partly by insurers, party-account transfers, independent expenditures, every executive’s personal contribution, or every insurance agency. It does not certify that the selected donor screen found all spelling variants. Some broad P&C donors have predominantly commercial or auto interests; category B is contextual, not a homeowners-only estimate. “Not established” means unresolved in this research, not disproven.

The report that prompted this research

The exact X post could not be retrieved. A Florida legislative staff analysis discusses the OIR-commissioned affiliate study covering 2017–2019. Contribution records by themselves cannot identify which donors engaged in the practices described in that study.
